Clean Truck Check is California's Heavy-Duty Vehicle Inspection and Maintenance program. It requires owners of covered heavy-duty vehicles to register each vehicle in CARB's CTC-VIS database, pay an annual compliance fee, and submit periodic emissions tests confirming their emissions control systems are working correctly.
If you operate a non-gasoline vehicle with a gross vehicle weight rating (GVWR) over 14,000 lbs on California roads, it's almost certainly covered — diesel, alternative-fuel, and hybrid vehicles, whether California-registered or not.
Through 2026, most covered vehicles need a passing test submitted twice a year (about every six months), based on your DMV registration date or VIN. Starting October 1, 2027, OBD-equipped vehicles move to quarterly testing; older opacity-tested vehicles stay on a semi-annual schedule.
For OBD-equipped vehicles, the test reads onboard diagnostic data for active fault codes or a check-engine light. Older vehicles without OBD are tested using a smoke opacity test instead. Testing must be performed and submitted by a CARB credentialed tester.
Yes — CARB charges a separate annual compliance fee per vehicle (paid directly through the CTC-VIS portal), adjusted each year for inflation. This is in addition to whatever your tester charges for the emissions test itself.
A missed or failed test can lead to a DMV registration hold, and the California Highway Patrol is authorized to pull a non-compliant required vehicle from service. CARB also uses roadside cameras and remote emissions monitoring to flag high-emitting vehicles between scheduled tests. Results can be submitted up to 90 days before your due date — so there's room to test early and fix issues first.
